Identifying the most effective inputs for improving learner performance is central to education planning and policy. The research on which this brief
is based found that important inputs are good curriculum content, with appropriate subject selection, and good teachers who transfer content effectively, spend adequate time preparing lessons and working with the learners, and use methods skilfully and creatively.  However existing studies tend to focus on diagnosing problems rather than evaluating possible solutions. Those that do evaluate interventions often use case studies or small pilot studies. Valuable as these methods are in helping us to understand classroom and school dynamics and identify what makes interventions work, the author presents an argument for Randomised Control Trials as an appropriate methodology to address some of these methodological challenges.

This policy brief discusses the policy goal that all children must learn to read fluently and with comprehension by the end of Grade 3. It finds that unfortunately, most children in South Africa do not learn to read for meaning by the end of Grade 3 and remain perpetually behind and it provides policy recommendations to address this.

In this policy brief we analyse the Annual Survey of Schools (ASS) data of 2013 – a data base that records enrolments by grade for all public schools in the country – and focus on Grades 1– 3 (Foundation Phase). We find that there are considerable inter-provincial differences in the extent of extreme class sizes at this critical point of schooling.

The Southern Africa Labour and Development Research Unit, with funding from the Programme to Support Pro-Poor Policy Development (PSPPD) used data from Wave 2 (2010/11) and Wave 3 (2012) of the National Income Dynamics Study (NIDS) to study the effect of the no-fee school policy on enrolment patterns and educational attainment of learners in their late adolescence.  The  quantitative results did not point to an effect (either positive or negative) of the no-fee school policy on educational outcomes and there was no conclusive evidence that enrolment patterns are different for learners living near (0-3km) to a no-fee secondary school as compared to those who live further away.
