Evidence-based policy making (EBPM) is advocated internationally for its potential to contribute to effective policy. EBPM aims to increase the use of scientific research, including research from the social and economic sciences, as a source of evidence for policy making, asking questions about the nature of the problem under scrutiny, how it has been addressed elsewhere and the cost, benefit and effectiveness of interventions. Such evidence needs to be integrated with policy makers’ expertise, experience and judgement in order to ensure its relevance and applicability in specific contexts. While EPBM is increasingly talked about in South Africa, it is not sufficiently recognised by policy makers and in some cases evidence building is not effectively linked to real policy engagement. An exception is the Department of Health where research evidence is generated and used on a systematic basis. Increasingly, in South Africa, there is evidence of political will to use EBPM to develop and evaluate effective policy. The Presidency has committed itself to using EBPM in promoting clear development outcomes and targets. The Presidency is also building its own institutional capacity through its Programme to Support Pro-Poor Policy Development (PSPPD), which has an explicit mandate to build capacity and systems around EBPM. This policy brief draws from a series of workshops and activities supported by the PSPPD.

This policy brief summarises evidence from two quantitative studies by the author on the labour market for school principals in South Africa.1 In this brief I describe four features of this market: aging and retirement, long tenure, unequal distribution in terms of qualifications and experience, and unreliable indicators of quality. I explain how an understanding of these features can inform and support policy for school principals.

The working paper on which this policy brief is based reviews education datasets available in South Africa, mostly from the Department of Basic Education (DBE). The working paper serves as an inventory for anyone wanting to know what data are available in South Africa, how the data may be accessed, what the quality is like and in what formats the data may be accessed.1 This brief describes these datasets and the data elements of each, explains the need for data integration as a data management strategy, and offers recommendations for improving the quality and accessibility of datasets for both researchers and policymakers.

The findings in this policy brief are based on a working paper in which I analysed initial teacher training enrolment and graduation data from the 2004–2013 HEMIS (Higher Education Management Information System) database. HEMIS records data on all students at South African public universities, including initial teacher education training programme enrolments and graduations.

This brief is based on a study by Servaas van der Berg and Debra Shepherd that compared learners’ marks according to the classroom based CASS with the marks obtained in the final, externally managed, matric exam, regarded as the ‘correct’ assessment of learner performance. This comparison enabled us to assess the quality of CASS. We used data for various matric subjects for 2005, along with measures of assessment accuracy, to determine the extent to which CASS marks gave learners accurate signals as to their likely matric performance.
