This paper looks to consider how public sector organisations invest in innovation and support wider public-private innovation networks. Despite often looking to the private sector to understand innovation, two important areas of thought on innovation are conspicuously absent from the study of the public sector. The first is the understanding of innovation as driven by investments in intangible assets – the knowledge based assets that which are understood to be central to performance in the knowledge economy (R&D, software, design, brand equity and human or organisational capital). The second is the notion of an innovation system – the set of institutions, relationships and interactions through which innovations emerge and develop.

This case study on the Gauteng City Region Observatory (GCRO) is an example of a collaboration between provincial government and partner universities. The GCRO shows what it is possible to achieve when using the resources in academia to support the development agenda of the public sector, and when there is commitment from government to generating evidence for policy-making. An important element of this partnership is its dedication to building in-depth knowledge and identifying long-term trends. The GCRO is an exemplar of how the use of data and research can be increased in policy development and implementation. While the government partners are the primary clients, the research outputs are publicly available.

The study aimed to provide an indication of attitudes among a small sample of senior managers. It was primarily descriptive, qualitative and exploratory. Although it cannot provide a basis for reliable generalisation to the whole public service, it provides a snapshot of thinking amongst 54 senior managers; an indication of patterns and trends in regard to the use of evidence.

The link between research and policy is a complex one. Policy is framed by the discursive context in which it is made: the wider debate in which a policy is positioned effectively determines it. In order to probe this discursive context and the role of researchbased evidence in informing it, the Politics of Research-based Uptake in African Policy Debates research project investigates the role of research-based evidence in four policy debates in Africa during the period October 2010–November 2011.
