This short (15 day) study set out to collect evaluations that had been conducted by government departments in the social sector. It collected the evaluation information through making requests to departments to provide their monitoring and evaluation reports and searching online for published reports.
41 evaluations were considered across 5 departments. The key aspects of these evaluations have been captured and coded into an evaluation matrix (spreadsheet). There are substantial difficulties in gaining standardised information about evaluations, with many reports lacking basic information (such as the date). The methods and purposes differ considerably across the reports. These is limited evidence of stakeholder consultations and engagement, and very little data relating to tracking, and reporting on what happens with the evaluation once it has been completed. This indicates a need for some standardised reporting requirement for M&E activity across the departments of the social sector, and a clear need for closer cooperation and support between departmental M&E units.
