| Programme Of Action For The Attainment Of 2014 Universal Access To Basic Services Scoping Report
A number of institutions in all three spheres of government are charged with the responsibility of providing basic (and higher) levels of service to the residents of South Africa. There are significant shortcomings in the organizational arrangements and resources of many of these institutions, while others perform satisfactorily to well. A critical part of achieving the 2014 targets for basic services is to assist the “under-performing” institutions to improve, building upon good practice in the better/well performing institutions. The purpose of this report is to develop a programme of action for the realisation of the 2014 target date for the universal access to basic services (water, sanitation, electricity, refuse removal) and services in general (clinics, hospitals, schools, roads).
