Theme 4: Research in the South African government
In phase I of the Programme, the PSPPD contributed to the institutionalisation of monitoring and evaluation (M&E) within government. The study tours and other think pieces (such as the audit of government commissioned evaluations from 2000-2010) inspired the development of the South African Government Evaluation Policy and the National Evaluation Plan adopted by Cabinet in November 2012, and started the process of creating standards and competencies of evaluators, managers of evaluations, and commissioners of evaluation. It also created the M&E Learning Network, a vibrant community of practice.
Under PSPPD II, the intention is to similarly create a cohesive process with government researchers embedded in the social and economic clusters, including those based in the target provinces and networked with each other and other researchers.
